Segun el nuevo monotributo, es mejor tercerizar servicios y no blanquear personal

Los asalariados con sueldos medios y gerenciales afrontan casi 20% más de carga tributaria que trabajadores independientes que facturan como monotributistas en el sector servicio con igual nivel de ingresos, a raíz del mayor peso de los impuestos al trabajo.

Esta diferencia, que se siente en el bolsillo, suma presión sobre muchos profesionales a los que sus empleadores les exigen que pasen facturas, a pesar que las condiciones de su labor son de una verdadera relación de dependencia, para aceptar estas situaciones irregulares.

Para un ingreso de alrededor de $ 15.000, en el caso del dependiente los impuestos al trabajo representan una carga impositiva del 29,9%; mientras que para el monotributista es de 1,3%. En tanto, el Impuesto a las Ganancias para el primero pesa 4,8% sobre su ingreso y el monotributo lo hace 11,2% para el independiente, en promedio. Sumando otros tributos directos e indirectos, el dependiente tiene una carga impositiva total del 45,1% y el monotributista del 30,1%, lo que da una diferencia del 15%, indicó un trabajo del Instituto Argentino de Análisis Fiscal (Iaraf), que dirige Nadín Argañaraz.

El estudio incluye en los impuestos al trabajo a las contribuciones patronales, porque considera que son ingresos que podrían redireccionarse en parte a aumentos salariales.

Así un trabajador dependiente con un ingreso total –incluye el aguinaldo– de $ 4.446 soporta una carga tributaria que es 14,1 puntos porcentuales más alta que la que recae sobre un monotributista con igual nivel de ingresos.

Para un nivel de ingresos de $ 9.633, la presión tributaria sigue siendo mayor para el empleado en relación de dependencia, e incluso la brecha se amplía, llegando a 17,5 puntos porcentuales.

El tramo de salarios mensuales totales por $ 14.255 presenta una situación similar a los anteriores. Este escalón se corresponde con la máxima categoría del monotributo y muestra una carga de 11,2% sobre el ingreso total en concepto de componente impositivo del régimen simplificado. Junto a una carga tributaria de 1,3% de los componentes previsional y de la obra social, suman un 18,3% de presión tributaria en concepto de impuestos directos. La misma resulta alrededor de 16,4 puntos porcentuales menos que la carga tributaria por impuestos directos que enfrenta el trabajador dependiente comparable, explicó el informe del Iaraf.

El nuevo monotributo modificó los ingresos máximos para los que es posible acogerse al sistema, manteniendo las categorías anteriores (que llegaban hasta $ 6.000 mensuales de ingreso) e incorporando cuatro categorías adicionales que llevan el tope a $ 16.666 mensuales en la máxima categoría para las actividades de servicios.

Adicionalmente, se ajustaron los componentes previsional y de obra social contenidos en las cotizaciones fijas de cada categoría, lo que produce un incremento importante de la presión tributaria en las categorías más bajas. Así, quien está encuadrado en la primera categoría pasó de pagar un monto mensual total de $ 114,80 a abonar $ 213, lo que supuso un incremento superior al 85%.

Si se tiene en cuenta la posibilidad de que los individuos (equivalentes en el estudio a familias) se adhieran al monotributo en las nuevas categorías, dejando de ser autónomos, la carga tributaria también baja en forma importante. Para los monotributistas con ingresos de $ 10.000 y $ 15.000, la posibilidad de dejar de ser autónomos significa que la carga tributaria que soportan baje unos 8 puntos porcentuales.

Esta caída en la presión tributaria dependerá finalmente de en qué sector de los tramos de facturación para el monotributo se encuentre cada contribuyente.
